Abstract

The objective of this article is to analyze the new conceptualisations on poverty fighting recently appeared within the framework of the debt relief initiative for the poorest countries, launched by the World Bank and the International Monetary Fund. Since mid 90’s, both institutions are shifting their strategies in the sense mentioned above, linking debt relief (HIPC Initiative) with the elaboration and implementation of fighting poverty comprehensive programs (PRSP). In the article we analyse critically the scope and the limitations of both instruments in the african context
